What?

Explore and find new ways to together raise the residents' digital skills and digital maturity, based on the challenges that exist for those who are digitally outside. Identify the difficulties and obstacles that exist in the city's e-services so that everyone has the opportunity to manage their daily contacts with authorities and services.

Why?

Helsingborg's library has a statutory task to ensure free access to information and knowledge and in this, among other things, work with digital inclusion and participation. The experience that others' digitalisation affects library users in a sometimes negative way and that authorities and public services do not always take full responsibility for giving users the conditions to manage the services offered themselves, makes us want to find coordination benefits and new ways of working across administrative boundaries. This is to be able to provide the best possible service and conditions for the residents.

How?

To identify the difficulties and obstacles that exist, we start with a smaller pilot. The target group we have chosen are mothers with a mother tongue other than Swedish. We want to investigate how they handle the city's e-services linked to children & family. We have limited ourselves somewhat and selected e.g. childcare, leisure and school. Based on that, we hope to gain insights and then move on. We will make observations while they use the various e-services. A supervisor must be present who coaches the mothers. We will look both at how they navigate around in and between the different services but also how they handle the technology.

Impact target

We want self-motivated and confident citizens who have sufficient knowledge to navigate the digital landscape

Impact target

The services must be user-friendly and create trust with those who will use them

Impact target

We want citizens to have the skills to be able to handle new digital challenges in the future as well

Impact target

We want all citizens to be able to be active in society and have the opportunity to influence their situation and their everyday lives

Resident involvement
